Leading the Scartan group’s local and cross-border operations. MBA, PMP certified project management professional with extensive experience delivering infrastructure excellence across Australasia and driving strategic portfolio management outcomes.
Jacques specialises in leading complex and challenging construction projects to maximise financial and social value from each scheme. Since joining the business , he’s focussed on growing the team, managing its strategic direction and, fundamentally, providing service excellence to clients. He has a track record spanning over 20 years, managing major projects in the private and public sectors; specialising in complex and stakeholder-sensitive infrastructure and property portfolios.
Coetzee du Toit
Director Australia & Principal Project Manager
Leading Scartan’s Australian operations as Director. Chartered Project Professional (ChPP), Certified Practicing Project Director (CPPD), and Chartered Associate Engineer. Specialising in dam safety, water infrastructure, disaster recovery, and portfolio management across Queensland.
Coetzee du Toit is an experienced infrastructure project leader with a strong track record delivering complex government, water, and community infrastructure projects. With extensive experience across planning, procurement, and delivery, Coetzee has led projects for organisations including councils, state-owned entities, and regulated asset owners, managing scopes and specifications, procurement processes, budgets, safety, and contractual compliance. His background spans water and wastewater infrastructure, dam and risk programs, disaster recovery, and regional community projects, combining disciplined governance with practical delivery in operational environments. Coetzee brings a hands-on, accountable approach focused on delivering high-quality outcomes for clients and communities.
Rudy Seller
Director New Zealand & Principal Project Manager
Leading Scartan’s New Zealand operations with deep expertise in project management and construction delivery. Driving results across water, transport, and government sectors throughout New Zealand.
Rudy has over 25 years’ experience of scoping and delivering major Construction, Engineering and Rail projects and a key focus on infrastructure projects. His experience has been gained within New Zealand and United Kingdom and therefore have a global understanding on what makes projects successful. He’s an excellent relationship builder and thrives on bringing people together to build teams with complementary skills and experience, as part of a ‘One Team’ approach, that realise business and social benefits with significant returns on investment. He is adept at managing key stakeholders, from Executive Board Members to individuals in a collaborative manner with an ability to elicit consensual outcomes and has led multi-million dollar strategic projects. He is versatile, positive, Highly professional and problem solving orientated Project Manager with a passion for Project management within the construction industry.
